The Social and Economic Council of the Republic of Serbia continues to insist on a controlled increase in the price of electricity for the economy. It is necessary for all economic entities to be equal, so that those who have already signed new contracts on electricity supply have the same treatment as those who will sign contracts after the Government of the Republic of Serbia adopts a position on controlled increase in electricity prices.

The debate on the movement of the minimum wage due to large increases in the market and rising living costs of citizens in the Republic of Serbia was postponed to the next session after obtaining the latest data on the amount of the minimum consumer basket.

It was proposed to the Ministry of Finance to organize a meeting with representative unions as soon as possible, at which the effects of increasing the minimum wage on employees in public utility companies would be discussed.

It was recommended to the Ministry of Labour, Employment, Veteran and Social Policy and the Ministry of Finance to consider the possibility of increasing the subsidy to social partners determined by the Law on the Budget of the Republic of Serbia for 2022.

The discussion on the course of vaccination of citizens against the Kovid 19 virus, the statistics of the given types of vaccines and the number of people infected with the infection has been postponed for the next session.

The participation of Andrej Brkić and Darija Maračeva in the meeting of the Board of the Association of Economic and Social Councils and Similar Organizations (AICESIS), which will be held on December 15, 2021 in Moscow, Russian Federation, has been approved.

The dismissal of prof dr Besislav Vekić and the appointment of prof dr Zoran Radosavljević as a member of the Council from the Confederation of Autonomous Ministry of Health was stated.

The initiative of Trade Union Confederation "Nezavisnost" for slowing down and eliminating negative economic consequences for researchers in the Republic of Serbia was accepted.

The objections of UGS Nezavisnost to the Proposal of the Special Collective Agreement on Amendments to the Special Collective Agreement for Cultural Institutions, founded by the Republic of Serbia, an autonomous province and a unit of local self-government, were accepted. It was recommended to the Ministry of Culture and Information to hold a meeting with representative unions participating in the conclusion of the Special Collective Agreement for Cultural Institutions founded by the Republic of Serbia, the Autonomous Province and local self-government units and to conclude the new Special Collective Agreement as soon as possible.

Decision on distribution of funds determined by the Law on Budget of the Republic of Serbia for 2021 to social partners for capacity building for their participation in social dialogue at the local, sectoral and national level was adopted.

Conclusion of the Local Social and Economic Council of Novi Sad on accepting the initiative of the Union of Employers of Vojvodina to amend: the Law on Financial Support to Families with Children, the Law on Contributions for Compulsory Social Insurance and the Law on Health Insurance sent to the Provincial Social and Economic Council for consideration.

The proposal of the Serbian Association of Employers to amend the Decree on determining the activities for which there is no obligation to record retail trade via electronic fiscal device has been accepted.

The initiative of the Confederation of Autonomous Trade Unions of Serbia for amendments to Article 188 of the Labor Law was accepted and forwarded to the Permanent Working Bodies to take a professional position.

The initiative of the Local Social and Economic Council of the City of Pirot to hold negotiations in the Social and Economic Council of the Republic of Serbia for the amount of the minimum wage twice during 2022 and in the following years, until the end of the economic crisis was is accepted.

Srdjan Drobnjakovic, director of the Union of Serbian Employers, was proposed to the Government of the Republic of Serbia for election as a member of the Managing Board of the National Employment Service.

Giving an opinion on the Draft Decision for exemption from the application of the extended effect of the PKU for communal activities for companies from the PWW group was postponed for the next session of the Council.

The discussion on the Initiative of the Union of Employers of Serbia for the correction of fiscal policy through the reduction of excise duties on Eurodiesel fuel for the commercial transport business was postponed for the next session of the Council.

An initiative has been launched with the Ministry of Labour, Employment, Veterans and Social Affairs and the Ministry of Finance to increase the amount of grants to the social partners in 2021.

Giving an opinion on the Draft Decision for exemption from the application of the extended effect of the PKU for communal activities postponed for the next session of the Council with the obligation of the Permanent Working Bodies to reconsider the Proposal and find a legal basis for giving an opinion.

A discussion was held on the state of collective bargaining in the Republic of Serbia, which was assessed as unsatisfactory for the manufacturin g sector. It was agreed that by the next meeting of the Council, representatives of branch unions from the manufacturing sector and relevant bodies of the Union of Employers of Serbia will hold a meeting and find solutions that would enable the conclusion of Special Collective Agreements in the manufacturing sector.

The Council is familiar with the conclusion of the Local Social and Economic Council of the city of Pirot regarding the negotiations for determining the minimum wage for 2021.

A discussion was held on the request of the trade union of public institutions from the territory of Kikinda to improve the material and social position of employees in the public sector. Public institutions are instructed to address such a request to the Ministry of Economy as the competent ministry.

The Council agreed that representatives of the social partners participate in the work of the international team for monitoring the elections in the Russian Federation in September 2021: Zoran Mihajlovic from the Federation of Independent Trade Unions of Serbia, Srdjan Drobnjakovic from the Union of Employers of Serbia and Dusan Petrovic, Secretary of the Social and Economic Council of the Republic of Serbia.

The Council gave its consent for the organization of an expert meeting of the Permanent Working Bodies with the obligation of redefining the topics of panel discussions.

Information of the Secretariat on the execution of the budget of the Council for the period January - June 2021 was accepted.

The Serbian Association of Employers initiative for the amendment of Article 40 the Law on Corporate Income Tax was accepted.

The initiative of the Union of Employers of Serbia for conducting the debate on the Law on Archival Material and Archival Activity was accepted. It was proposed to the Ministry of Culture and Information to organize a round table on the topic of the application of the Law on Archival Material and Archival Activities, in the work of which representatives of the Social and Economic Council of the Republic of Serbia would participate.

The initiative of the Union of Employers of Serbia to allow the citizens of the Republic of Romania free entry into the Republic of Serbia without restrictions has been accepted.

Reports of the team for participation in the virtual workshop of the second phase of the International Labour Organization project: Employment and Social Affairs Platform 2 (ESAP 2) and the Secretary of the Council were accepted.

The information of the Secretary of the Council on the expert meeting of the Secretaries of local councils with the Secretaries of the Provincial and Republic Councils was accepted.

Positive opinion given on the Draft Decision that the provisions of the Special Collective Agreement for the Road Economy of the Republic of Serbia apply to employers who are not members of employers' associations - participants in the collective agreement, and who perform predominant activities in the field of road economy except for public companies founded by the Republic of Serbia, an autonomous province or unit of local self-government.

A discussion was held regarding the formation and work of local Social and Economic Councils. The organization of an expert meeting of secretaries of local councils and representatives of local self-governments with secretaries of provincial and republic councils was positively assessed.

Discussion on the participation of social partners in working groups for drafting laws and draft bylaws was conducted-

A quarterly analysis of the laws selected for giving the opinion of the Social and Economic Council was performed.

A discussion was held on the proposals and suggestions of the Serbian Association of Employers for improving the Draft Law on Electronic Invoicing.

Information from the Republic Agency for Peaceful Settlement of Labour Disputes was accepted in connection with data on which records are kept, and on other issues of importance for procedures of peaceful settlement of labour disputes for 2019 and 2020.

Miloš Nenezić, member of the Social and Economic Council and President of the Union of Employers of Serbia, was elected Chairman of the Social and Economic Council of the Republic of Serbia for the period April 2021 - April 2022.

The initiative of the Confederation of Autonomous Trade Unions of Serbia for the ratification of the International Labour Organization Violence and Harassment Convention No. 190 was accepted.

A Financial Plan Modification of the Social and Economic Council of the Republic of Serbia for 2020 was adopted.

The Report on the work of the Social and Economic Council of the Republic of Serbia for 2020 was adopted.

The Decision on the compensation for the members of the Social and Economic Council of the Republic of Serbia for 2021 was adopted.

The Decision on the compensation for the members of Permanent Working Bodies of the Social and Economic Council of the Republic of Serbia for 2021 was adopted.

The Social and Economic Council Financial Plan of the Republic of Serbia for 2021 was adopted.

A discussion was held on the employment situation in the Republic of Serbia and positive opinions were given on the Proposal for the Employment Strategy of the Republic of Serbia for the period 2021 - 2026 with suggestions.
